School board approves 2025 budget calendar, $87,000 change order for JC Sawyer and contracts for exceptional children

The Elizabeth City–Pasquotank Board of Education on Dec. 16 unanimously approved its proposed 2025–26 budget calendar, authorized an $87,000 change order for renovations at JC Sawyer’s kindergarten wing and approved a package of contracts for exceptional children services.
Miss Tilly presented the budget calendar, saying principals already received projected allotments and that budget packets will be due Feb. 14. She said the board will hold work sessions in April and is scheduled to forward the proposed budget to the county — required by state statute — by May 15, with a tentative county presentation planned for May 5.
On the JC Sawyer renovation, Miss Tilly said an emergency procurement route was used after fire-related restoration work and that a contractor’s original estimate approached $200,000. “We met with the company and were able to negotiate that down to $87,000,” she said, adding that the district requested the county to move $87,000 from a project that came in under budget to cover the change order.
Questions from board members focused on timing and causes for the price increase; Miss Tilly said higher masonry and material costs and a restoration estimate that did not reflect encountered conditions were factors. She told the board the work should begin within 30 days of approval and be completed by late May or June, weather permitting.
Dr. McPherson answered questions about the contracts for the school psychologist, speech-language pathologist and a psychological services agreement and an agreement for New Story LLC for exceptional-children services. The board made a single motion to approve the budget calendar, the JC Sawyer change order and the contracts as presented; the clerk recorded the vote as unanimous for members present.
Next steps: the district will proceed with contractor scheduling once county funding movement is finalized; the board will conduct budget work sessions in April and is scheduled to approve the proposed budget at its June meeting before forwarding to the county.
