Franklin County commissioners opened a public hearing at 8:34 a.m. on Feb. 4 to consider vacating 2,000 feet of Butler Terrace starting 965 feet east of Utah Road and extending east. Jeff Welton, the county’s Public Works Director, introduced the item and described the segment of roadway proposed for vacation.
The record shows no members of the public were present to comment. Commissioner Ianne Dickinson moved to close the hearing at 8:36 a.m.; Commissioner Colton Waymire seconded and the record states all commissioners voted “yes.”
Commissioners expressed concern that the proposed vacation could landlock an adjacent parcel. They said the property owner should secure an easement to preserve future access and asked staff to make that recommendation to the landowner and return the item to the commission for additional consideration.
The minutes record a roll call earlier in the meeting that listed Vice Chair Rod Harris as absent. The same meeting record also lists Commissioner Harris as second on at least one motion and indicates “all voted ‘yes’” on multiple motions; that inconsistency is reflected in the official meeting record and may be clarified in the final minutes.
No formal decision to vacate was made at the Feb. 4 meeting; the commission directed staff to pursue an easement recommendation and to bring the item back for further action.
