He drew attention to Highway overtime, which the report showed at about 74% of the line; Scruton said the department faces seasonal uncertainty but that overtime should moderate now that winter storms have ended.
The committee accepted the presentation by an 8–0 roll-call vote. Members did not take additional formal action on the Town budget at the meeting but discussed continued monitoring of overtime and timing of state receipts.
Scruton advised the committee that auto-registration and other monthly revenues arrive on a staggered schedule and that larger yields such as state aid come in later, causing percent‑received figures to lag early in the fiscal year. The committee asked staff to continue watching the Highway overtime line as the year progresses.
