The Committee of the Whole heard that 3B Storage LLC (project at 265 North Hickory Street) must post a letter of credit to ensure completion of required public improvements before the city will allow vertical construction.
Staff said the company needs a letter of credit to cover public improvements including a surface detention pond (replacing the originally proposed underground detention), stormwater conveyance and sanitary sewer service work. Staff has issued limited grading and foundation permits for initial work but said the developer cannot proceed vertical until final engineering review of the relocated detention pond is complete and the letter of credit is in place.
The presentation noted the planning and zoning commission reviewed related plats and that some plat changes were needed to reflect entrance and drainage revisions. Staff described the matter as largely housekeeping to correct plats to match as‑built or revised designs.
No council vote was recorded on this procedural item; staff will complete engineering review and return with final documentation as required by city processes.
