Board names Oakley Collier to lead architect selection for Passportank early-learning renovation (3–1)

The Elizabeth City‑Pasquotank Board of Education voted 3–1 on Oct. 28 to accept Oakley Collier of Rocky Mount as the recommended architect for the Passportank Elementary renovation to an early-childhood center.
Assistant Superintendent for Finance Candi Tilly said the district ran an RFQ because anticipated architectural fees exceed the statutory threshold for an RFQ process. Two proposals were reviewed; one firm was disqualified after it prematurely disclosed price information, leaving Oakley Collier as the recommended firm. Tilly said Oakley Collier has more than 30 years of experience and has completed multiple preK–12 facility projects, including work in the region, and that the next step is to negotiate fees.
Board member questions focused on whether the firm had visited the site (Tilly said selection was qualifications-based and on-site assessment and fee negotiation occur after selection). In response to a question about budgetary constraints, Tilly said the district has negotiating parameters tied to county funding and could restart an RFQ if negotiations do not result in an affordable price.
The motion to accept Oakley Collier carried with three yes votes and one no recorded; two members were absent. The board noted that fee negotiation would follow and that the contract return to the board for approval once terms are settled.
Next steps: Staff will open fee negotiations with Oakley Collier; if negotiations do not produce an acceptable price, the district may restart the RFQ process and seek additional proposals.
