Newfields Planning Board schedules March 4 meeting after warning state law could allow much denser multifamily development

The Newfields Planning Board will host an informational meeting on Wednesday, March 4, 2026, at 7:00 p.m. at Newfields Town Hall to explain proposed amendments for accessory dwelling units (ADUs) and multifamily development, Town Planner Glenn Greenwood said at the board’s Feb. 12 meeting.
Greenwood told board members that "as of July 1, 2026, state law will allow developers to build to the extent that local infrastructure supports," a change he said could permit "up to 30-35 units per developable acre" if the town does not amend its zoning. Greenwood contrasted that with Newfields’ current proposed limit of eight units per developable acre.
Board members agreed the change warrants public outreach. The board asked staff to post informational materials at the library, town office and post office and agreed to distribute a flyer and email notice. Administrative staff member Sue McKinnon is to send the initial announcement and a reminder; Select Board Representative Catherine Tarnowski suggested including an illustrative photo of a home with a detached unit, and Alternate Michael Sununu volunteered to photograph 17 Piscassic Road for use on outreach materials.
Resident Mike Mackey asked whether the board’s concern was that the state law would mandate a more flexible interpretation. Greenwood confirmed the law is open-ended and reiterated the contrast between the town’s proposed cap and the potential state-backed densities.
Why it matters: If Newfields does not update its zoning language to align with the new state standard, local ordinances may no longer limit density to the levels currently advertised to residents, the planner told the board. The informational meeting is intended to explain proposed language and answer residents' questions ahead of the March vote.
The Planning Board formally set the informational meeting for March 4 at 7:00 p.m. at Newfields Town Hall; materials will be posted and circulated in advance.
