The Deer Lodge Council Operations Committee spent the meeting reviewing proposed edits to its bylaws, including a change to how chairperson terms are specified and new language to clarify temporary-chair and secretary responsibilities.
The committee's chair (speaker 2) said the draft replaces a fixed one-year term for the chairperson with a provision that the chair "shall serve until committee membership changes or as assigned," a change intended to avoid mandatory annual elections when membership remains unchanged. The chair also outlined procedures for filling a vacancy: "In the absence of the chairperson, the committee may elect the temporary chairperson," and members agreed the temporary chair should be announced on the record so minutes and audio accurately reflect who presided.
Members reviewed secretary duties and recordkeeping. The draft text makes the secretary responsible for posting agendas, maintaining minutes and follow-up materials, and ensuring recordings are retained and available to the public. A committee member asked that the same edits be applied across all committee bylaws and requested the revised text be circulated for review.
The committee also reaffirmed procedural items: the order of business (call to order, approval of minutes, public comment, new and old business, staff comments), a requirement to record the names of members making and seconding motions, and guidance that meetings follow Robert's Rules of Order except as otherwise prescribed in the bylaws. The chair noted the committee may consult the city attorney for procedural questions.
The committee did not adopt final, signed bylaws during this meeting; members discussed language changes and agreed to circulate edits for formal consideration at a later meeting.
