Kane County Commission adopts ordinance clarifying electronic meeting rules and notice

Kane County commissioners voted unanimously on Oct. 28 to adopt Ordinance 2025-31, which amends ordinance 1-5-6 to clarify procedures for electronic participation in commission meetings.

The adopted edits correct an erroneous reference to a "district" so the ordinance consistently references the county commission, replace the phrase "county clerk" with a defined "meeting facilitator" to reflect who may coordinate remote participation at different meeting locations, and remove the word "reasonable" in favor of a clearer "advance notice" requirement for commissioners who wish to participate electronically. One commissioner said the change would remove uncertainty about late call-ins; the sponsor said the intent is to ensure staff can set up call-in access in time for public comment and participation.

Commissioners discussed the requirement that an "anchor" public location remain available for in-person attendance and public comment, and noted that state law provides separate rules if the body seeks to meet without an anchor location. The commission adopted two drafting changes on the floor: correcting the wording to refer to the commission rather than a district, and rewording the notice provision to reference a meeting facilitator and advance notice. The motion to adopt Ordinance 2025-31 carried unanimously.

The ordinance standardizes electronic-meeting practice for the commission, clarifies which official or facilitator should be notified when a commissioner plans to attend remotely, and aims to make telephone or video participation more predictable for staff and members of the public.
