Public Works (Todd, speaker 11) described the practical limits of village staff after major storms, noting crews are often out of service for days after heavy snowfall to maintain equipment, and warned about liability and equipment damage when village crews abate private-property problems. Several board members argued that enforcement should remain complaint-driven to conserve limited staff time; one board member urged a community-based approach (warnings and outreach) for most cases and special handling for safety-critical sidewalks (safe-route-to-school corridors or downtown sidewalks).
