Board authorizes Bluff Tower water-main replacement, sends project to bid

An engineer representing the Bluff Tower water-main project presented plans and requested board authorization to advertise for bids so loan closing timelines can be met.
The presenter (speaker 12) said designs and documents were submitted to the Wisconsin Department of Natural Resources (DNR) and that the DNR had granted approval on the plan. He described a project approach that favors installing a new alignment up the access road to the water tower and lining (rather than replacing) an existing pipe segment under the railroad, noting there have been improvements in lining technology. The presentation also highlighted logistical complications: work crosses DOT right-of-way and requires railroad permits; contractors will need shoring plans because excavation will be adjacent to elevated tracks; and test results showed contaminated soils at a gas-station site that will require management during construction.
Funding: the presenter said the work will be funded by rates and a low-interest loan through the Safe Drinking Water Program; the village was not awarded principal forgiveness. To meet loan/contracting deadlines the board authorized advertising and a April bid schedule with award expected at the April meeting.
Board motion and vote: after questions about traffic management and limiting highway work to short windows to reduce disruption, the board moved to authorize bidding the project; the motion passed with one member opposing (vote recorded 4–1). The board directed staff to continue coordination with DOT, railroad and impacted businesses (including the gas station) and to return with contract documents and a recommended award.
