The Village of Osceola directed staff to open formal negotiations with a developer for a Ridge Road concept and to make an offer to the Mount Hope Cemetery Association after closed‑session bargaining.
CE Werzer / Ridge Road
Staff said CE Werzer presented an illustrative Ridge Road concept to the planning commission; the planning commission recommended the village enter development negotiations and explore a purchase and development agreement. The board voted to authorize village administration to pursue those negotiations and to discuss sale terms in closed session.
Mount Hope Cemetery parcel and closed session outcome
A survey identified that part of a baseball field (left field) encroached onto cemetery land. Planning commission recommended the village acquire a small parcel to resolve access, parking and liability concerns. The board voted to enter negotiations and then moved into closed session to deliberate purchase terms pursuant to Wisconsin Statute 19.85(1)(e). After returning to open session the board approved entering a purchase/development agreement with CE Orser and directed administration to make an offer to the Mount Hope Cemetery Association; the cemetery offer motion carried on recorded vote 5–0 with 1 abstention.
Why this matters
The Ridge Road concept is part of TID 3 planning and could affect local housing supply and infrastructure. Purchasing the small cemetery‑adjacent parcel aims to resolve a property boundary issue that has caused operational challenges for the fair and cemetery groups.
Next steps
Administration will draft a purchase/development agreement with the developer and prepare a formal offer to the Mount Hope Cemetery Association; both items will return to the board for final approvals once negotiation details are settled.
