Drummond council weighs Army Corps funding, fence fixes after cows breach sewer lagoon

Mayor Gail Leeper and Public Works Director Harrington told the Town Council on Oct. 15 that low river levels allowed cattle to breach the sewer lagoon fence and enter the lagoon. Leeper notified Casey Weaver; council members discussed constructing a higher fence and posting 'Private Property/No Trespassing/No Hunting' signage. Leeper declined a request to allow hunting near the lagoon.
Council members also reviewed technical and funding matters for the wastewater treatment facility upgrade. Soil samples for a proposed sludge placement location had not yet returned; the landowner estimated a 6% grade and a water table of about 5 feet. The council discussed adding the cost of BNSF railroad flaggers to the project budget for any sludge movement across railroad tracks.
Separately, Mayor Leeper reported that the council approved Engineer Koon moving forward to pursue U.S. Army Corps of Engineers funding to help complete the UV portion of the town's wastewater project. Council Member Clute said he will contact Dalton, a Xylem representative, to schedule annual pump maintenance.
No formal vote was taken on construction of a new fence at the meeting; the council directed staff to pursue options and costs and to post signage to prevent trespass and hunting.
