The Estrella County Board of Supervisors on July 14 authorized release of bids for the Hanover's Mill Dam modification project after hearing final plan specifications from conservation staff.
Ryan Waimold and Pat Sheehan said the project, planned since 2018, will remove the center portion of the existing low‑head dam, construct a new channel and install structures to maintain flow while reducing the volume of water impounded. Sheehan described erosion control measures upstream and downstream, completed archaeological and bat surveys, and noted a planned mussel relocation with the Iowa DNR in early August.
Funding for the project will come from a mix of Iowa DNR grants, the Story County Water and Land Legacy Bond and a Trust Fund, staff said. “We have the state permit secured and are awaiting the Corps of Engineers permit; we're anticipating that by the end of July,” Ryan said.
Staff asked the board to approve the final plan specifications and the form of contract and to authorize release of construction bids; the board opened the public hearing, received no comments and voted to approve the staff recommendation.
Staff said temporary construction easements are in hand and staging/spoil areas have been identified on private land. The board’s approval lets staff begin the procurement phase; they will return with bid evaluations and a recommendation for contract award.
