The Estrella County Board of Supervisors adopted Resolution 27.04 and approved a matching rezoning on July 14 for a 1.61‑acre parcel at 3350 9650th Avenue after staff testified the property's prior industrial/anhydrous storage use has ended.
Marcus, a county planning staff member, explained the two-step request from the landowner, James Long: first to amend the C2C future land use map from commercial/industrial to agricultural conservation, then to rezone the parcel from A‑2 to A‑1. Marcus told the board the property was originally included in the commercial/industrial designation because a cooperative used it for anhydrous storage; that use has now ceased and the parcel was sold.
“Given the distance from any nearest city and the established land use patterns, it meets the standard to be rolled back to the Ag Conservation district,” Marcus said, adding that the parcel’s low lease score could still allow a single‑family dwelling.
Staff mailed notices on June 16 and published legal notices on June 25; Planning & Zoning recommended approval of the map amendment and rezoning at a July 1 meeting by a 6–0 vote. The board opened the public hearings, received no comments, and then moved, seconded and voted to adopt the resolution and approve the rezoning; the board also waived second and third consideration for the rezoning ordinance.
Board members and staff noted there were no fiscal concerns from the assessor’s office and that downzoning to a more restrictive designation is intended to protect surrounding agricultural land from more intensive future development.
