Winter Harbor selectmen move FEMA funds toward planned fire truck, approve sticker-only trash policy and sign EMS contract

Winter Harbor’s selectmen met Monday, July 14, and approved several routine financial items, signed an EMS contract and took steps toward buying a new fire truck.
R. Hemenway moved to elect G. Harrington as chair; the motion was seconded and approved 2-0. The board also approved Selectmen meeting minutes (June 30) and Town Meeting minutes (June 18), accepted Warrants #1 (July 10) and #3 (July 11) and approved the Treasurer’s Report dated July 11, all by recorded 3-0 votes.
The Treasurer reported a Trio-General Ledger balance of $860,580.01 (as of July 11, 2025), a six‑month certificate of deposit at $105,382.87, and investment/bond market values listed as $3,497,992.22 (4/30/2025) and $3,499,504.31 (5/31/2025). The Tax Collector’s Report (July 11) showed FY25 taxes receivable of $60,011.28 with 97.57% collected and FY24 at $20,055.88 with 99.05% collected.
The board signed the Schoodic EMS contract (recorded as "Signed 2-0"). Officials also discussed the fire department’s equipment needs; after debate, selectmen voted 3-0 to move all FEMA funds into the town’s investment account to support purchase of a new pumper-tanker fire truck.
Selectmen approved a change to the town’s trash program, voting 3-0 to discontinue the yellow town trash bags and rely on trash stickers instead.
Town Manager Sara J. Liscomb provided personnel and administrative updates: staff members Sara and Misti are registered for mandatory trainings, Sara will sit for a certified clerk test at the end of July, and the town plans a new mutual aid agreement with the Gouldsboro Fire Department. Liscomb told the board that, after speaking with the auditor, a forensic audit would cost at least $30,000 and was not recommended unless issues arise with the annual audit. She also noted the town has no jurisdiction over the water or sewer districts. Thirty notices have been sent, the manager reported.
During the public‑comment portion, R. Arnett asked whether the town could provide new woodchips for the playground; D. Young thanked staff for mowing. Under "Selectmen issues" the board thanked attendees, and the transcript records praise for the town manager's performance but does not name the speaker.
The meeting adjourned at 7:31 p.m. The board placed personnel policy changes on the agenda for a future vote; S. Liscomb said she will prepare the revisions for the next meeting.
