Drummond council adopts FEMA mitigation plan, OKs land‑exchange for sewer staging and SLIPA water contract

The Town of Drummond Council unanimously approved several governance items on March 18, including an exchange agreement to secure a construction staging area for the wastewater treatment improvement project and formal adoption of a new FEMA hazard mitigation plan.

Mayor Gail Leeper asked the council to waive reading of Resolution No. 2025‑1 and then asked for approval of the resolution authorizing an exchange agreement between the Lunds (Robert and Sherilee Lund of 100 Lannen Road, Hall, MT) and the Town of Drummond to provide a construction staging area during the wastewater project. Council Member Clute moved to approve Resolution No. 2025‑1 and Council Member O'Dell seconded; the motion passed with all yeas and none opposed.

The council then approved FEMA's new Hazard Mitigation Plan and adopted Resolution No. 2025‑2 adopting that plan with Addendum AA. Council Member McLure moved to approve the FEMA plan and Council Member Clute seconded; the vote was unanimous. The council discussed the plan briefly and had no additional comment before approving the resolution.

Council also approved the Drummond Water SLIPA infrastructure contract as prepared and received from the Montana Department of Commerce; the council indicated a resolution will be drafted after the contract is fully executed. The agenda item related to a USDA/Rural Development agreement for the wastewater upgrade lacked required information at the meeting and was tabled until the necessary documentation is received.

Each of these items was recorded as approved with unanimous support, and the mayor concurred on recorded motions.
