Drummond council votes: pay waiver, resolutions approved, reappointment and a tabled maintenance agreement

At its Dec. 17 meeting the council unanimously approved a council-pay waiver for Member Mike O'Dell, approved three resolutions tied to the wastewater project, reappointed Leo Pfendler to the Conservation Board and tabled a Xylem maintenance agreement for further review.
The Town of Drummond Council on Dec. 17 recorded unanimous votes on several motions and set follow-up steps on others.
Council Member Mike O'Dell asked to waive his council pay and the council approved a memorandum of understanding allowing the town to reallocate those budgeted funds; the waiver continues while he serves unless he provides 30 days' written notice to resume payments. Council Member Clute moved the MOU; Council Member Mike O'Dell seconded and the motion passed with all yeas and none opposed.
The council approved three resolutions tied to the wastewater treatment improvement project: Resolution No. 2024-20 (an exchange agreement with Robert and Sherilee Lund for a construction staging area, confirmed as a $1,000 payment), Resolution No. 2024-21 (authorize exchange agreement with WM Dingwall Company for sludge placement, subject to DEQ-required testing of the proposed site) and Resolution No. 2024-23 (authorize contractor contract with TCS Northwest to meet HB355 SLIPA grant requirements; the town attorney recommended inserting Article 7 to allow amendments and adding specific contract terms). All three measures were approved with unanimous recorded votes.
Resolution No. 2024-22, a pair of maintenance agreements with Xylem Water Solutions supported by two vendor quotes, was tabled and will return to a future agenda; the clerk was asked to invite Drummond's Xylem representative to the January meeting to discuss maintenance scheduling and details.
The council also reappointed Leo Pfendler to the Conservation Board; Council Member Clute moved the reappointment, Council Member Mclure seconded, and the council recorded the reappointment unanimously. Clerk/Treasurer Robin Wight will notify the county and Pfendler must take his oath at the Granite County Clerk and Recorder's Office.
Procedural votes recorded in the minutes showed consistent unanimous support for the day's motions, recorded as "All yeas, none opposed." The council scheduled its next regular meeting for Jan. 21, 2025.
