Drummond council appoints Mike O'Dell, approves accounting corrections and adopts 158.88-mill levy

The Town of Drummond council unanimously appointed Mike O'Dell to fill a council seat through Dec. 31, 2025, and approved several administrative financial corrections before adopting the town's property tax levy for fiscal year 2024–25.
Mayor Gail Leeper administered the oath of office for Mike O'Dell, who was appointed to the council to complete a recently vacated four-year term. The appointment was announced early in the meeting and recorded without objection.
The council then considered a series of resolutions described as technical accounting corrections. Resolutions 2023-11-A; 2024-8-A; 2024-9-A; 2024-10-A; 2024-11-A; and 2024-12-A change earlier language from 'transfer' to 'correction' to fix fund balances in the town's accounting software (Black Mountain). Mayor Leeper asked if the council had questions; council members raised none and each resolution was moved, seconded and approved unanimously.
Later in the meeting Mayor Leeper read Resolution No. 2024-15 in full, which sets the property tax levies for the town for fiscal year 2024–25. The council adopted a mill levy of 158.88 mills on taxable property in the Town of Drummond: 136.35 mills earmarked for the General fund and 22.53 mills for the Lighting District. The motion to adopt the levy passed on a unanimous vote recorded as 'all yeas, none opposed.'
Clerk-Treasurer Robin Wight presented an updated consolidated investments and financial worksheet prepared with advice from Denning, Downey & Associates CPAs P.C.; Council President McLure said the new spreadsheet was more informative and Wight will include the document in future council packets.
The council also approved routine items including minutes from the July 16 regular meeting and the July 18 emergency meeting and the claims presented for payment. No public comment was offered on the financial or resolution items during the meeting.
The next Drummond Town Council meeting is scheduled for Tuesday, Sept. 17, 2024.
