The update raises informal procurement thresholds, requires three quotes for purchases between specified thresholds, and clarifies treatment for single‑source items (such as specialty chemicals) that cannot easily yield three bids.
Several trustees said they supported the policy changes but stressed the need to actually follow the written rules and to better define "emergency" purchases to prevent inconsistent application. One trustee cited past purchases (an ATV, a street sweeper and vehicles) as examples that should have fallen under clearer procurement steps. The administration said department heads will still seek the lowest price for budgeted items and that staff will present purchase explanations at subsequent meetings if necessary.
On a motion by Marsha, seconded by Mike, the board adopted the procurement policy updates by unanimous vote.
