Osceola to apply for state 'Vibrant Spaces' grant for Grist Mill Park

Board members asked if the grant match could be proved using existing DNR match dollars or if the grants could be "stacked." The staff member said they would check the eligibility rules with the program expert and confirm whether concurrent matches are permitted.
The board moved (Neil) and seconded (Arvid) to adopt Resolution 24-17 authorizing the village to apply for the Vibrant Spaces grant; the motion carried. Staff said the grant opportunity had a quick turnaround and the applications and supporting engineering packages would be available in the packet for upcoming meetings.
Next steps: staff will confirm match and stacking rules with the state program, continue coordinating engineering work with MSA, and proceed with the application process under the board-authorized resolution.
