Osceola board approves preliminary Cascade Falls plan, orders geotechnical test

The Osceola Village Board voted to advance the Cascade Falls/Grits Mill Park preliminary plan and begin public comment after a presentation from the project consultant.
MSA representative (presenter) told the board the village’s AFG grant application and the project design were progressing and outlined options uncovered in a November kickoff meeting, including adding a new water service to support lawn irrigation and a drinking fountain at Grits Mill Park. The consultant estimated extending water service would add about $55,000–$60,000 to the project and create ongoing metering and maintenance responsibilities; staff recommended omitting that work from the current grant‑funded scope. “Based on initial cost and ongoing maintenance, I recommend that we don't include these in the project,” the presenter said.
Board members discussed alternatives and agreed to exclude a paved connector walk and new water service from the current design to reduce the project cost. Todd (public works) noted the village would bill violators for snow‑clearing work at state equipment rates and that ongoing maintenance could create future burdens; another board member said bringing new topsoil during construction might alleviate some turf concerns.
MSA also recommended immediate geotechnical sampling to reduce design and construction risk. The board approved a contract with Chosen Valley Testing for $3,500 to perform a borings test near the proposed stairs and road alignment; the motion passed unanimously.
The board authorized the preliminary plan to trigger a public involvement meeting in early February to seek community feedback on materials, colors and programmability of the space. Administrators said the project remains under consideration for additional grants and TID financing to close a remaining budget gap estimated at roughly $70,000–$103,000 depending on final design choices.
The board approved the preliminary plan and the geotech contract by roll call; the next steps are the February public meeting and the geotechnical fieldwork recommended by the consultant.
