Administrator Devin told the board the planning commission recommended adoption by a 5–1 vote and said public input on the draft had been limited. During the meeting one resident, Talon Norenberg, had spoken in favor of the plan at the planning commission stage, and planning commission member Rob Bullard told the board he regarded this as the best comp plan he has seen during his tenure.
A board member moved to adopt Ordinance 24‑06 and Arvid seconded the motion. The board took a voice vote and the chair declared the motion carried.
Board members discussed a remaining concern from one planning commission member about written partnership language with neighboring municipalities (chapter 9), and the administrator said recommended changes had been made and that the board was being asked to adopt the ordinance itself. The action completes roughly 12 months of work between staff, consultant and the commission on the plan.
With the ordinance adopted, the next procedural step will be implementation through zoning, capital and policy actions the plan identifies; the board did not vote on any specific implementing ordinance or budget items at this meeting.
