Town manager said the November sales and use tax estimate was $33,400, a decrease of $5,772 from November 2023, and that the town's 2024 tax collection rate stood at about 80% as of Dec. 31. The manager asked the clerk, Jessica, to pursue $17,800 in back property taxes from 2020–2023 and to consult with other clerks and the county clerk (Andrea Turberfield) on collection practices.
Board members discussed options for collection, including demand letters, liens, and potential foreclosure timelines. The clerk and a board member said the town could begin demand letters and need not wait three years in all cases; staff noted that pursuing many small balances may be inefficient and suggested focusing on larger delinquencies.
The board also discussed publication requirements for tax advertising and whether the Avery Journal is sufficient for legal notice; staff agreed to research and to coordinate with the county attorney and county publication standards before large-scale enforcement steps.
Staff will compile delinquent accounts, prioritize higher balances for collection, and report back with a recommended approach.
