Council schedules special budget sessions, asks Kron to present rate study and approves clerk’s conference travel

The council used a June pre‑budget teleconference to set a timetable for this year’s budget and to approve travel for the clerk treasurer.
Clerk Treasurer Anne sought guidance on what to include in the upcoming budget and reminded members of a June 30 pre‑budget report due to the DLGF, saying the software for that report had not yet opened. Members agreed to prepare prioritized project lists for staff and to target the end of August for a proposed budget, with formal adoption planned for September or October.
The council asked rate consultant Kron to appear at the July meeting to present the utility rate study and to participate in a required public hearing before any final vote. Staff member S5 said inviting the consultant would help the public understand proposed rate changes and the allocation of personnel costs to utilities; the group emphasized that both water and wastewater funds should at least break even to support infrastructure replacements.
The meeting included a motion to allow Clerk Treasurer Anne to attend the Indiana Municipal Clerks and Treasurers 2026 annual conference in Michigan City (July 12–16). The clerk estimated costs “not to exceed $1,800,” including a $500 registration fee, approximately $650 for lodging and roughly $500 for mileage. Staff member S5 moved to approve the travel; Council member (S3) seconded. Several members responded “aye,” and the motion carried.
Members also agreed to hold one or more special meetings (outside regular council meetings) to workshop budget priorities; they tentatively scheduled a special session for Sept. 1 and discussed starting earlier in the morning to allow adequate time for prioritization.
The council closed the session after the clerk’s travel motion and other scheduling items were resolved. The group did not take a formal vote on the overall budget at the teleconference; the decisions were procedural directions for upcoming meetings.
