Interim City Manager Sala Carey said the environmental study is the first phase for planned park improvements including a kayak launch, playground and restroom and is required to determine allowable uses under current regulations. "An environmental study is required. This will pretty much tell us what we're allowed to incorporate," Carey said. The board voted to hire Halff Engineering (motion moved and seconded) and approved the contract by voice vote.
Later the board considered a purchase‑and‑sale agreement with West Central Land LLC for roughly 0.09 acres at 7650 Sanwins Pass, presented as a low‑cost opportunity adjacent to a lift station where a fourth generator is needed. Carey explained the parcel would allow placement of the generator at a higher, less flood‑prone elevation; staff said the purchase price was modest and that an appraisal was not pursued because of the low cost. The board discussed homeowner association fees, possible right‑of‑way alternatives and the need to limit financial exposure. A motion to approve the purchase with conditions that staff (Sal and the city attorney) negotiate favorable terms passed by voice vote.
