River Ridge CDD approves goals and performance measures to comply with new Florida law HB7013

The Board approved categories and a reporting form to satisfy HB7013’s requirement that special districts adopt goals, establish performance measures and post an annual report; the initial report must be posted by Dec. 1, 2025.
District staff and counsel briefed the River Ridge Community Development District Board on HB7013 and the new statutory requirement that special districts adopt annual goals, develop performance measures and publish an annual report. The Board approved the proposed Goals & Objectives and Performance Measures/Standards & Annual Reporting Form at the Aug. 27, 2024 meeting.
Staff and counsel identified three focus categories for FY2025: Community Communication and Engagement; Infrastructure and Facilities Maintenance; and Financial Transparency and Accountability. The Board approved those categories and the reporting form on a motion by Mr. Kurt Blumenthal, seconded by Mr. Robert Twombly.
Staff noted that "The initial Report is due on December 1, 2025 and must be posted on the CDD website." The Board added the reporting task to the Key Activity Dates list and assigned staff to develop and post the initial report by that deadline.
The measure implements the recent state legislative change that applies to special districts; District Counsel and management collaborated on developing statutorily compliant performance measures. Implementation will require coordination between District Management and District Counsel and follow-up work to publish the report on the district website.
The Board’s approval was unanimous among the supervisors present. The district will return progress updates and the initial posted report per statutory requirements.
