Finance staff told the council there were no major changes in May financials; reserves were described as "in excess" and general fund revenues and expenditures showed a positive variance. The budget document included a minor amendment restoring a $900 clothing allowance for planning and community development.
The capital improvement plan, presented as an 11th iteration of the CIP, covers a 10-year horizon and lists roughly 75 departmental requests. The plan identifies capital items as purchases over $5,000 with a lifespan greater than one year. Council passed Resolution 2026-266, approving the CIP.
Council also approved encumbrances totaling $891,685 to carry several projects across the fiscal year boundary. The largest encumbrance was a $720,543 cost-share obligation tied to the Olive Intersections/Dealman Industrial and North Price projects; other encumbrances included $141,335 for street improvements, $21,807 for fire gear for newly hired personnel, and $8,000 for Stacy Park stormwater/fence completion.
