Paducah introduces 10-year Windstream/Unity telecommunications franchise; company says no residential build planned

The ordinance was introduced (first reading) and moved forward for later consideration; the commission did not vote to adopt the franchise at this meeting. City officials asked that the company notify staff if it plans future build‑out in areas not currently served.
The introduction aligns the company's operations with Paducah's existing telecommunications ordinance and maintains the city's authority to set fees and oversight conditions in the rights of way.
