The ordinance replaces fixed dollar references with references to applicable statutory thresholds and clarifies the distinction between small purchase procedures and administrative award authority. As adopted, the city manager is authorized to approve and award contracts of up to $75,000, subject to verification of available appropriations and compliance with procurement requirements; contracts exceeding $75,000 will continue to require board approval.
City staff told the board the amendment is intended to avoid future inconsistencies as state law changes and to streamline procurement for purchases within statutory small‑purchase thresholds. The measure was read by the clerk and adopted on a recorded roll call; every member voted aye.
The change does not alter procurement standards for larger contracts, and staff said existing advertising and bid thresholds set by statute remain in effect. The board did not add conditions on the manager's administrative award authority at the meeting.
