Rothsay council approves routine spending, sets special meeting on street repairs and adopts personnel policy

Rothsay, Minn. — The Rothsay City Council addressed a mix of routine approvals, scheduling items and personnel actions at its June 8 meeting.
The council approved the meeting agenda (moved by Council Member Nathan Ziegler and seconded by Council Member Heather Weber) and the consent agenda (moved by Council Member Daryl Schleeter and seconded by Council Member Matthew Balken). The consent agenda included approval of minutes from May meetings, May accounts receivable and payable, EDA minutes and reports, and departmental reports.
On action items the council approved a $568.28 expenditure for a Boomer’s Bash postcard mailer (motion by Matthew Balken, second by Nathan Ziegler) and set regular council meetings to 6:00 p.m. on the second Monday of each month (motion by Daryl Schleeter, second by Nathan Ziegler). It approved up to $10,000 to be reimbursed for bus auto extrication training (motion by Nathan Ziegler, second by Daryl Schleeter) and approved John Redington as a new member of the Rothsay Fire Department (motion by Nathan Ziegler, second by Daryl Schleeter). The council adopted the 2.05-C personnel policy ordinance (motion by Matthew Balken, second by Daryl Schleeter).
For streets and infrastructure the council scheduled a special meeting on June 22 and a public hearing on Aug. 10 at 5:30 p.m. to consider the Tri-State Paving/street repair project and directed staff to publish the public-hearing notice in the paper. The council also noted that street banners have been ordered at a total cost of $2,146.95, instructed the city attorney be provided a parcel number and zoning map for a proposed annexation, and deferred discussion of the REC parking lot and an Otter Tail County tax-abatement matter to the July meeting. A house at 111 37 St SW is scheduled to be boarded and have its locks changed on June 15.
Jordan Barry was asked to check costs for a roll-off dumpster for scrap metal as part of a spring clean-up recap. The mayor noted planned placement of an Eagle Scout/Veteran memorial and the East Park/Larry Ohe Memorial, and council members discussed budgeting for pedestrian crosswalk lights and push-button controls and placing a speed limit sign 300 feet north of an existing sign near the interstate bridge.
The meeting adjourned at 8:44 p.m.
