City delays demolitions after asbestos found in two distressed properties

Staff explained that a debris pile and textured wall surfaces contain asbestos-containing material and that abatement will raise the cost of demolition. Finance staff cautioned the commission that asbestos abatement could add an estimated ~$20,000 to the project, and noted the city would normally attach abatement costs to a lien on the property but would pay up front until the lien is processed.
In light of the new asbestos findings, commissioners moved to postpone/ table the demolition resolutions (Resolutions 2026-082 and 2026-083) to the next regular meeting so staff can obtain detailed cost estimates and provide funding recommendations.
Next steps: staff will ask contractors to separate abatement and demo bids where possible, obtain formal abatement quotes and return the item to the commission with cost estimates and funding options.
