Peletier commission approves $26,000 land-use plan from ECC amid runoff concerns

The Peletier Town Commission voted to proceed with a land-use plan from ECC capped at $26,000, with the firm’s travel and mileage costs excluded from that cap. Chair (speaking as chair of the commission) introduced the proposal and the board approved it by voice vote after a motion and second.

The plan, presented as a budgeted item already included in the town’s accounts, will guide future zoning and development decisions. A resident warned that if the town does not act now to steer development, runoff from new subdivisions could damage nearby waterways. “If we don't make a stance now … we're gonna lose Pettiford's Creek, Pettiford Bay and Starkey Creek,” a resident said during public comment, urging the commission to pursue R35 zoning or other protections for vulnerable watersheds.

Staff clarified that the R35 designation exists in the town’s zoning text but currently applies to no parcels; parcels must be rezoned individually or the town can initiate a reclassification. The planner and staff recommended further review by the planning board to identify which parcels, if any, should be reclassified under an R35 standard or otherwise protected.

The commission’s approval authorizes ECC to begin work on the land-use plan; the contract will be signed as part of the planning services already budgeted. The motion passed by voice vote (all aye). The commission did not set specific parcel-level rezoning in the same action; any rezoning would require separate map amendments and the standard notice and public hearing process.

Next steps: ECC will begin the land-use planning work under the approved budget; the planning board and town staff will return to the commission with recommended map changes and more detailed implementation steps.
