City staff hears stormwater master plan, 11 priority projects and funding options explained

HR Green told the Florissant City Council on July 13 that a completed stormwater master plan identifies problems across the city and offers a prioritized capital program to guide spending.
Josiah Holst, representing HR Green, said the team identified about 50 problem areas, inspected roughly 30 sites in person, and prioritized 11 projects for the capital improvement plan. Holst described the plan as a "living document" with mapping and cost estimates that staff can update as funding and priorities change.
Holst outlined funding sources: an OMCI taxing district balance of about $780,000 is available now, and Proposition S will provide roughly $350,000 per year through MSD reimbursement. He recommended pursuing grants from state and federal programs including FEMA and EPA and coordinating with MSD so Florissant projects can be included in the larger MSD program.
The consultant said many of the top projects are manageable in cost and could allow the city to design and construct two to three projects a year initially; larger projects would require pooling funds or securing additional grants.
Council members asked clarifying questions; Holst offered to provide the full 277‑page report and noted staff will have worksheets showing cashflow projections and a prioritized list for implementation.
What happens next: staff will receive the report documents and may return with implementation requests and project‑level scopes for future capital and grant applications.
