Hampton staff reports impact-fee collections as council hears CIE transmittal

City staff presented the City of Hampton's Capital Improvement Element (CIE) annual update at a July 14, 2026 special-call meeting, reporting recent impact-fee collections and balances and asking the mayor and city council to authorize transmittal of the report to regional reviewers.

Wanda, a city staff member, told the council the transmittal covers fiscal year 2025, which runs Oct. 1, 2024, through Sept. 30, 2025. "This is our annual CIE ... update for the city's expenditures and collections and management of our impact fees," she said, naming the fee categories as parks and recreation, public safety and administrative costs.

Wanda provided the figures: the prior-year (FY2024) park and recreation fund balance was $79,499.25 and public safety $94,529.20. For fiscal year 2025, she said the city collected $50,592.75 for parks and recreation and $103,162.79 for public safety. After expenditures, she reported FY2025 ending balances of $104,049.43 for parks and recreation and $152,896.61 for public safety.

She clarified how fees are charged: "the city collects impact fees upon issuance of building permits, not land disturbance," a point staff said is important for how and when fees are assessed and recorded.

The resolution before the mayor and council, Resolution 2026-49, would authorize transmittal of the CIE annual update to the Atlanta Regional Commission and to DCA for review; Wanda said the CIE will also be released to other jurisdictions for comment and is expected to return to the mayor and council no later than September so the city can adopt it by the fiscal-year end.

The moderator opened the public comment period; no members of the public came forward, and the public hearing was closed.

There was no vote at the meeting on Resolution 2026-49; the item is intended to be transmitted for regional review and returned for formal consideration and adoption at a future council meeting.
