The Local Government Interim Committee on July 22 adopted its rules for the 2025–26 interim, approved a written proxy form and elected committee officers. Rep. Pete Elverum moved to adopt the rules with an amendment to note five partisan bills; the motion carried by roll call vote 7-1, with Sen. Mary Ann Dunwell voting no.
The committee then considered an amendment to allow the use of a written proxy form. Sen. Forrest Mandeville moved the amendment, and the committee approved it unanimously by voice vote. Rep. Greg Oblander moved to adopt the rules as amended; that motion also carried unanimously by voice vote.
Following adoption of the rules, Sen. Daniel Zolnikov nominated Sen. Forrest Mandeville as Presiding Officer. After brief remarks and member discussion, the nomination carried unanimously by roll call vote. Sen. Mandeville then nominated Rep. Alanah Griffith as Vice Presiding Officer; that nomination likewise passed unanimously by roll call vote.
Committee members said the rules and proxy provision were intended to clarify committee procedure and participation for the interim. The committee did not take further action on substantive policy during the motions; those matters were scheduled for the workplan and topic briefings later in the session.
The committee recessed for a midday break and reconvened to continue presentations and the work session later in the day.
