Kewaunee council approves outsourcing utility bill mailings to ABT MailComm

Kewaunee’s Common Council voted on Jan. 13 to outsource utility bill mailings to ABT MailComm using the city’s Workhorse billing module, a change staff said will reduce in-house labor and standardize mailings.
City administrator Keith explained the current in-house postcard process is labor-intensive and produces thin postcards that customers sometimes discard. The proposed vendor-handled process was estimated at about $0.86 per piece but would save staff hours and printing costs. Staff said the Workhorse module includes the capability and that using ABT MailComm should be roughly cost-neutral when labor and materials are accounted for.
"There is a bill mailing system that Workhorse supports wherein the service through American Business Technologies Incorporated or ABT MailComm of Lake Geneva to essentially do all the mailing for the city," Keith said. Council approved the change by motion and voice vote.
Staff also said the city plans to implement a fuller online payment system using HeyGov in the future to replace the current PSN system and reduce per-transaction fees.
