The Common Council authorized addendum No. 22 to a professional-services agreement with Cedar Corporation to begin preliminary engineering, bidding and post-bid services for the Main Street–Center Street reconstruction project.
Staff said the design scope will include road and storm-sewer reconstruction from Kilbourne south to Milwaukee Street, and that the project had already secured 50% funding for some elements through a local road improvement grant. The addendum covers design, grant-application preparation and project administration with initial costs for engineering services; construction funding would be secured later through general-obligation borrowing, drinking-water/clean-water programs and grant applications.
Staff presented a not-to-exceed construction/contract figure in the meeting materials and recommended adoption of the addendum to get engineering underway. A motion to approve addendum 22 (design and administration) was made, seconded and approved by roll call.
The motion authorizes staff to proceed with engineering so the city can apply for grants and loans with plans ready for bidding; council noted the intent to coordinate this work with a planned Dodge Street reconstruction to reduce overall contracting costs.
Next steps: Staff will proceed with Cedar Corporation under addendum 22, complete design documents and pursue grants and funding to support the construction phase.
