Stephanie (Inland Port) said the draft trigger list focuses on parcels with current development activity or near‑term projects, naming a single ~1,000‑acre Westinghouse parcel the staff recommends including in the 2027 trigger because the company is planning a large capital expansion. Staff also highlighted a Pinnacle site recently purchased by SAC, which staff said expects to bring about 150 jobs, and other active parcels that staff propose to include in the initial trigger round.
Commissioners and staff discussed the administrative steps and deadlines. Staff said other counties recommended establishing triggers by October of the year prior and that the Inland Port’s plan and budget currently govern the relationship; staff offered to provide a draft MOU enumerating the Port’s role as county agent. Commissioners asked staff to verify recorder filings, confirm whether centrally assessed entities such as Compass Minerals would change the tax base treatment if added, and consult the assessor on whether public infrastructure (a lift station or substation) would alter valuation.
On expansion, staff proposed adding airport‑adjacent parcels (including Compass Minerals) and a small island near the airport into the inland port area to accelerate infrastructure‑driven industrial development, noting the Inland Port can be administratively faster than MIDA because a county resolution suffices for inland‑port amendment whereas MIDA requires individual owner permissions. Staff said they will produce a finalized parcel list and map before a formal resolution is drafted and will route incentives and agreements through the county economic‑development committee before the commission.
No formal commission action was taken at the work session; staff said they will return with clarified maps, recorder/assessor checks and a draft MOU or interlocal amendment for legal review before any resolution.
