County Assessor Bronson Rueta briefed commissioners on July 14 about the senior and disabled property tax deferral program administered by the Oregon Department of Revenue. The program allows eligible homeowners to defer property taxes; the state pays the county the deferred amount each year, places a lien on the property, and charges 6% interest annually on deferred balances.
Key eligibility details explained by the assessor: seniors must be at least 62 years old, disabled applicants must meet Oregon's disability definition, applicants must meet income and net-worth thresholds (the transcript cites a $500,000 net-worth cap that excludes the value of the primary residence) and generally must have lived in the property for five years. Applicants recertify eligibility every two years.
Assessor Rueta said there are 376 Clackamas County households in the deferral program (about 91% senior deferrals). For the 2025-26 tax year these accounts represented roughly $356,000 in taxes; the state reimburses counties annually for those deferred amounts so the county is made whole.
Commissioners asked clarifying questions about how net worth is calculated, what counts as income and the effect of liens on heirs; staff said the state lien is satisfied when the property ownership changes and that the state pays the county each year for deferred amounts.
The board asked that staff coordinate with the assessor to promote program awareness (website and outreach) to help eligible residents find the program.
