Board approves summer intervention plan but notes lack of transportation and pay funding

Pamlico County Board of Education voted at its February monthly meeting to approve a proposed summer intervention plan for the 2024–25 school year, waiving first reading so the board could act immediately.

Superintendent Dr. Johnson introduced the plan presented by Miss Dixon, who said the program is designed for students ‘‘near proficiency’’ and will target grades 3, 6–8 and 9–12 within three percentage points of grade-level proficiency (grades 4–5 will use a five-point window). Dixon told the board that scores from the summer program will not count toward state growth or educator-effectiveness metrics and that the district currently has no funding to provide staff pay, transportation, or child nutrition for the program. Parents will be responsible for transporting students to the sessions, Dixon said.

Board members asked about participation rates from prior summers and whether the sessions would be held at students’ home schools; Dixon said participating students would generally attend at their school of enrollment and that principals and district leadership had helped shape the plan. The board moved and seconded a motion to waive first reading and, immediately afterward, approved the plan by voice/hand vote.

The board did not adopt new transportation or staffing funding as part of the vote; Dr. Johnson said staff would continue work with principals and report back as logistics are finalized. The board’s approval allows the district to implement the targeted summer instruction for eligible students in summer 2024–25.

The special meeting schedule and other routine business followed; the board will revisit related operational details as staff provide implementation guidance.
