Clackamas County affirms definitions for transit goal; additional $70,000 noted for affordability analysis

The Clackamas County Board of Commissioners voted 5-0 on July 14 to affirm working definitions for the county'wide transit goal: "efficient," "accessible" and "affordable." County staff said the definitions are key to creating a shared standard for the Transit Development Plan (TDP) update and future procurement.
Mary Rumbaugh and Dan Johnson briefed the board on the TDP update. Johnson said the long-range planning program has published an RFP to update the county's Transit Development Plan and that the core update will be funded by STIF (state transportation investment fund) dollars already included in the county's STIF plan. "In order to integrate a task related to identifying affordable transit options, additional funding will have to be made available," Johnson said, estimating that element would cost about $70,000.
Commissioners asked about revenue sources and coordination with regional transit planning, including questions about HB 2017 revenue mechanisms and potential duplication of employer/employee taxes. Commissioner Savas said he will take ongoing conversations to regional transit boards and meet with mayors to discuss local needs.
The board asked staff to return with a funding request for implementation tasks; staff said a request to fund implementation work would be presented shortly and staff expects follow-up by late July.
