County advances Recovery Campus contracts, leases and names the facility "Clackamas County Recovery Campus"

Cindy Becker of County Administration briefed the board on a construction-phase amendment that would add $23,290,000 to the county'Fora Health contract to fund demolition and construction work. Becker said staff structured the scope to match currently available funds and that the county expects additional revenues (including a $5 million Oregon Health Authority/lottery grant, a $2.5 million federal earmark and a county loan) before the full project funding is finalized. "We actually said, here's the money we have... What can you design for this money?" Becker said, describing a budget-driven design approach.
Becker also described the proposed property lease: a 20-year initial term (July 2026 through July 2046) with a one-time nominal payment and a $1-per-year stated rent, with Fora Health responsible for property insurance, operations and maintenance. Staff said the lease includes an option to extend for an additional 20 years and that maintenance functions will be contracted separately (H3S referenced for maintenance services). County counsel Andrew Naylor confirmed construction builders'risk insurance and operational general-liability requirements are included in the agreements.
The board also reviewed a street-lighting request tied to the development and approved that request later in the meeting.
On the facility name, Mary Rumbaugh (Health, Housing and Human Services director) presented several options. Commissioner West moved to name the project "Clackamas County Recovery Campus"; the motion was seconded and passed 5-0, establishing the acronym CCRC.
What happens next: Staff will circulate final contract and lease documents in advance of the July 23 business meeting for final action; staff said they will make minor non-substantive edits before filing the final documents.
