Douglas County commissioners spent the bulk of their July 13 budget deliberation arguing over whether to lower the delinquency rate that underpins the county’s revenue-neutral mill-levy calculation.
Sarah (staff) told the panel that staff preferred to start the day with the delinquency-rate discussion because it affects the mill levy and the notices the county must send to taxpayers. She warned that changing the rate late in the process “is going to be very complicated” and that staff would need time to make accurate recalculations.
Several commissioners said they were sympathetic to reducing the rate to manage tax burdens. Commissioner (S5) framed the choice in blunt fiscal terms: “That 1% is 1000000 bucks, isn't it?” That comment punctuated the trade-off: a lower delinquency assumption reduces the revenue cushion and lowers the mill levy, but it also increases exposure to year‑end shortfalls.
Other commissioners pushed back on taking on added risk. The Chair (S1) said the commission could give staff “some grace” to recompute the math if the board decides to change the number, and emphasized that a majority had not yet settled on an adjustment. Sarah said staff would need to triple-check numbers after any change.
The commission left the item unresolved and asked staff to return with recalculated mill-levy scenarios that incorporate the commissioners’ provisional choices. That recalculation will inform whether the county formally adopts a lower delinquency rate and how it affects the proposed mill levy and notices to taxpayers.
Next steps: staff will recompute the mill-levy impacts with the commission’s provisional moves and present updated sheets at the next meeting.
