Fremont County adopts 2026-27 budget, approves 5% employee retirement contribution and $0.75 E911 fee

Fremont County commissioners adopted the fiscal year 2026‑27 budget on July 7, approving Resolution 2026‑19 to set county appropriations for July 1, 2026 through June 30, 2027.
County Clerk Julie Freese presented changes made since the budget was advertised, including Ambulance Fund carryover, receipt of Payment in Lieu of Taxes (PILT) revenue, completion of SOC adjustments, addition of the JTC budget, and a $10,000 allocation for the Predatory Animal Board. Freese said the board would use $685,000 from the mineral stabilization fund, explaining that the funds came from a prior period of deferred property taxes and were being distributed to stabilize county finances.
The board unanimously approved Resolution 2026‑19 adopting the budget. Commissioners also approved a 5% employee contribution to retirement and approved the E911 budget setting the E911 service charge at $0.75 per line (as presented at the July 6 public budget hearing). The motion to approve the retirement contribution and the E911 fee each carried unanimously.
Other actions taken during the meeting included approving a Memorandum of Agreement setting provisions for a potential 3/4% sales tax measure (if placed on the August 18, 2026 primary ballot), acceptance of a $20,579 TCI bid for network infrastructure from the IT budget, approval of the Upper Little Warm Springs Creek re‑subdivision (Lots 89–94), an annual compensation agreement with the University of Wyoming for Extension ( $26,652), and a contract with the Wyoming Department of Family Services for Youth Services not to exceed $298,135 for July 1, 2026–June 30, 2028.
The board adjourned at 11:15 a.m. and scheduled the next regular meeting for July 14, 2026 at 9:00 a.m.
