City staff says culvert replacement on South Elm at Kirkham will close intersection for months; detours planned

Commissioners asked about primary detour routes and enforcement; staff said neighborhood traffic controls and some enforcement are planned during early construction to reduce cut-through speeding. The commission noted the need to coordinate county projects and to communicate the closure across multiple channels.
The announcement was made in the meeting’s final portion and members moved to adjourn after additional brief updates on council business and recent fireworks events.
