Smyth County School Board approves year-end transfers, $1,000/$500 employee bonuses and policy updates

The Smyth County School Board on June 29 approved a series of year-end financial and policy actions, including FY26 expenditure transfers, contingency approval of end-of-year bills, and a one-time employee bonus to be paid June 30, 2026.
Julie Bear, the district’s director of finance, reviewed June revenue, expenditures and cash flow before the board voted. On motion by Joe Johnson and seconded by Ben Adams, the board approved the FY26 expenditure category transfers and, in a separate motion by Adams seconded by Johnson, approved payment of end-of-year bills contingent upon anticipated final revenue; both motions passed by 7-0 votes. The board also approved a local bonus of $1,000 for full-time and $500 for part-time employees on a motion by Johnson, seconded by Adams; the bonuses are scheduled to be paid June 30, 2026.
The board adopted second-reading revisions to policies listed as LBD_Revision_Home Instruction and GCBE_Family_and_Medical_Leave on a motion by Ben Adams, seconded by Mac Buchanan, approved the 2026-2027 School Crisis Plans (motion by Joe Johnson, seconded by Sue Tilson) and approved procurement actions including a bid award for Bus Driver Physicals and a School Nutrition Milk bid (motions recorded as moved by Dr. Paul Grinstead and Mac Buchanan respectively, with seconds and 7-0 outcomes reported).
Administrators presented and the board approved a Sales Tax Resolution (motion by Ben Adams, seconded by Joe Johnson) and the district’s federal program applications for 2026–27: Title I Part A, Title II Part A, Title III Part A (statewide consortium), and Title IV Part A; each application was approved by recorded motions and seconders and passed unanimously.
The board also approved the Local Choice Renewal Plan for 2026–27 and appointed Sue Tilson as delegate and Mac Buchanan as alternate delegate to the 2026 Virginia School Boards Association (VSBA) Delegate Assembly; Joe Johnson moved the appointments, seconded by Ben Adams. The board nominated Chairman Susan Williams for a VSBA regional officer position (motion by Joe Johnson, seconded by Sue Tilson).
All votes recorded in the meeting minutes were unanimous (7-0).
