Town Manager Justin Longino updated the Troutman Town Council on April 22 on plans for a Shinn Farms regional pump station that will convey wastewater flow to the Wiggins Road Pump Station (owned by the Town of Mooresville). The design is about 50% complete and staff expect to submit 60% plans to developers and permitting authorities within weeks.
Longino said a rough estimate from the town’s engineer, Benjie Thomas, is $13 million to $14 million for construction; the town has not yet budgeted full construction funding and plans instead to seek state reallocation of previously awarded funds and to accept a regular loan for the balance. The project is intended to serve the Shinn Farms development and act as a regional collection point for flow into Mooresville’s system.
The project’s scope includes removing certain existing pump stations and installing larger gravity and pump infrastructure to increase capacity; Longino said the larger wastewater-capacity improvements project is expected to complete in Fall 2026. Town staff described next steps as completing design milestones, pursuing state and loan funding, and coordinating intergovernmental agreements with Mooresville for routing flows to the Wiggins Road pump station.
No construction contract or final funding package was approved at the workshop; Longino said staff will pursue reallocation of state project funds and prepare loan applications as needed before returning with specific financing recommendations for council consideration.
