Thomasville sets June 7 hearing on $45.95M budget, council accepts ARPA funds

City Manager Michael Brandt told the Thomasville City Council that the proposed fiscal-year budget is balanced at $45,953,889 with a proposed property-tax rate of $0.62. He said a two‑cent increase had been proposed to create a street‑maintenance reserve; staff presented the full budget for public inspection and told Council a budget-summary would be posted to the city website on May 18.
Council Member Neal Grimes moved and Council Member Hunter Thrift seconded a motion to set a public hearing on the budget for Monday, June 7, 2021 at 6 p.m. at 7003 Ball Park Road. The motion passed unanimously, 7-0.
Finance Director Avant asked Council to adopt a resolution accepting American Rescue Plan Act (ARPA) funds, which staff said will be released partially in June 2021 and the remainder in June 2022. Avant summarized permitted uses—supporting public-health response, replacing public-sector revenue loss, water and sewer infrastructure, economic-impact mitigation, premium pay for essential workers and broadband investments—and Council approved the resolution by unanimous vote after a motion by Council Member Jane Murphy and a second by Council Member Wendy Sellars.
Separately, Council approved a small general‑fund budget amendment appropriating a $1,016 state distribution to the Thomasville Fire Department and $6,125 in insurance proceeds to the Police Department for a 2018 Dodge Charger accident. The amendment was moved by Council Member Hunter Thrift, seconded by Council Member Wendy Sellars, and approved 7-0.
Next steps: staff will advertise the budget and hold the public hearing on June 7, then return to Council with any suggested changes following public comment.
