Thomasville council approves $1.82 million package to extend water, sewer to Nucor site

Finance Director Thomas Avant told council, “This is adding some funding for the Nucor (local match) portion so we can meet our 75/25 split between grant and local match portion for this specific piece of the project. The IDF Grant Project Ordinance now totals $1,325,000 of State grant funding and $492,500 as a contribution from Nucor for construction and administration. The ordinance, overall, totals $1,817,500.” Council Member Neal Grimes moved to approve the IDF ordinance; Council Member Doug Hunt seconded; the motion was approved 7–0 at briefing.
Avant also presented a revised Golden LEAF grant ordinance, saying appraisals required adding $18,259 to easement costs. He described the Golden LEAF package as including about $1.1 million in Golden LEAF funding for construction and engineering fees and more than $5.2 million allocated across construction, contracts and easement payments to be paid by multiple sources including Davidson County and Nucor. Council Member Hunter Thrift moved to approve the Golden LEAF ordinance; Council Member Payton Williams seconded; the motion was approved 7–0 at briefing.
City staff said the measures were time‑sensitive because the project is ongoing and invoices will arrive soon. Both ordinances were approved during the briefing meeting and will proceed through the council’s adoption process as required.
Clarifying details recorded in the minutes include the IDF grant amount ($1,325,000), Nucor’s contribution ($492,500), the combined ordinance total ($1,817,500), and an $18,259 increase to easement costs in the Golden LEAF package. The minutes also note multiple funding sources (Golden LEAF, Davidson County and Nucor) will cover portions of the larger construction and easement costs.
