On March 4 the Haysi Town Council adjourned into Executive Session under Virginia Code Section 2.2-3711(A)(3) to discuss acquisition/real-property matters. The motion to go into closed session was made by Council Member William "Billy" Counts and seconded by Council Member Carter Branham; the motion passed unanimously by verbal vote.
After returning to open session, the council took a roll-call certification vote that the closed meeting had included only business lawfully exempted from open meeting requirements and identified in the motion. The certification recorded ‘Yes’ votes from Wm. “Billy” Brice Counts, Michael Harris, Susan Tiller, Carter Branham, Debbie Wood and Tim Wallace. Mayor Larry D. Yates said Executive Session would be added to future agendas.
The certification statement recorded the council’s formal confirmation; no details of the closed-session discussion were disclosed at reconvening, consistent with state open-meeting exemptions.
